对浮点小数，实现四舍五入的方法

例如：
Expression Value

RoundTo(1234567, 3) 1234000
RoundTo(1.234, -2) 1.23
RoundTo(1.235, -2) 1.24
RoundTo(1.245, -2) 1.24

Business.System.Math.Round 函数可以四舍五入取整数

可以使用Floor、 Ceil两个函数，都是把浮点变成整数的，结果不一样
Floor(-2.8) = -3
Floor(2.8) = 2
Floor(-1.0) = -1

Ceil(-2.8) = -2
Ceil(2.8) = 3
Ceil(-1.0) = -1
